I am cosiddering building 21ft garvey but can it be built with aluminium
plateing .

The short answer is yes you can build it in aluminium. In fact any sheet materials can be used, also e.g. steel.
The design is made for plywood and there will be some minor adjustments you will have to make when choosing aluminium. For example you will have to modify the connection between the stringers and the frames. I am sure you will find it easy and natural to see where you will have to modify the design. I will of course also be able to give you a more detailed description of the modifications when you have the plans.
