I have had the same thing with some folks on my forum , if they switched servers (ISP) sometimes the new ISP will not work for them because of the cookies the system needs to make it work.

The three things I have found that cause problems for a person. When they are shown as active in the admin section of the forum.
1. There ISP
2. There cookie
3. Security setting on there computer.
