I also use photo bucket and have had the same problem you describe. This is what I do that seems to work. After you resize your photo, refresh your browser before you copy the image ink. This has been working most of the time. If that does not work, try again in an hour. It is like there is a delay sometimes when you resize a photo and when the resized photo is actually available.

I found the problem of not being able to post pictures: I had the resolution set too high in my camera, I was pixel dense. I reset it to a lower quality but fine for internet use, then ran a test here on the forum and they came out fine.
