butt blocks/glass splices

I'm a bit confuses reading the directions for the Merrimac. I'm ready to join the long pieces together using butt blocks. After laying the bead between, do I glass over the seam then add the block? The tutorial online mentions the the two methods but only discusses glass splicing.

you choose one of the 2 options. Doing both is not necessary.
