TV 15-32 lofting question

I'm laying out the lines and seem to be missing one..... On sheet 1.1 I can not find the measurement where the bow starts to turn of from the bottom.. I see that the bow curve starts behind this point but can not determine where it should be. To be clear the second set of numbers from the left is the point I am referring too. ie: 9 7/8 12 18 1/4 seems there should be 4 sets of numbers... Or possibly I've been staring at the plans too long and have gone mental! lol Any help would be great!! TY
