Outer Frame: 3-3/16" [81 mm] from bottom of frame
Inner Frame: 3-15/16" [100 mm] from bottom of frame.
That's the suggested waterline. If you cut some "spacers" about 17" [432] high and mount them to that line, the hull will be level when stitched around the frame.
