Dive/rough water boat.

Just got padi certified today and i've been thinking a lot lately about the idea of building a boat that could handle rough water. I'd like something that could haul three people plus gear. I know theres two schools of thought on rough water and small boats. Either a panga style with the tall bow, sloping sides ect., to keep the water out. Or the unsinkable, self draining zodiac style scupper filled boat.

What sounds doable? I thought about building a small panga. Something around 12 feet or so. With a small outboard. I want something I can take out to the close in wrecks for a little spearfishing. Within 3 miles or so. In reasonably calm water. Do like the idea of a zodiac but not the idea of paying the prices they demand for a good RIB.

3 people with gear at 12'? A little small, isn't it?
