I actually played around with a skiff (like actual sit inside boat, not paddle board) design like that and also recently had a builder ask about doing this to a scaled up paddle board. 2hp is all you'd need to make that thing go mighty fast.

I already have a 4 hp four stroke motor I carry as auxiliary on my sailboat so finding a hull to build would be a bonus. Plus I love skinny water fly fishing.

That boat would be ideal for Bow Fishing.
Light , Shallow draft , can be poled or paddled and with a 4 or 5 HP motor on the back , getting to the good spots would not take much time. :D
