Thwart attachment

I was wondering what the recommendation is for thwart attachment. I was thinking expoxying and two two inch stainless screws per side.

I like to mount then right under the gunnels and drive a screw from the hull exterior.

How about no screw, just epoxy the thwart to the hull, snug under and epoxy glued to the gunnel, with a wood cleat (epoxied to the hull) snug under the thwart, all glued with epoxy?

I epoxy mine to the sides and the under portion of the top inside rail. Then I do a wood flour and epoxy filet on both sides and under it after it has set up.
