It is a line frm the hit, British TV series a few years ago "Rumpole of the Bailey"

where the lead actor refers to his wife as "SHE WHO MUST BE OBEYED"

She who Must Be Obeyed?? Sorry, guys; I wouldn't and didn't buy that. Americans have a term for that, and the second part of it is "whipped". Sorry, guys.
